Write to President Bush and Congress: Extradite or prosecute the terrorist Luis Posada Carriles

Posada Carriles is the most ruthless terrorist in the Western Hemisphere. He is responsible for dozens of terrorist acts, including the downing of a passenger plane with 73 innocent people on board. He is also responsible for the murder and torture of hundreds of others, during the last forty years. In 2000, he tried to blow up a university assembly hall with over a thousand Panamanian students on a day that President Fidel Castro of Cuba was to speak. He was convicted in Panama of endangering public safety but was subsequently illegally pardoned by Panamanian President Mireya Moscoso as one of her last acts in office. Moscoso was reportedly paid a hefty $4 million for the pardon by Cuban extremists in Miami. After the pardon, Posada went into hiding in Central America and reappeared several weeks later in March of 2005 in the United States, having entered illegally aboard a shrimp boat known as the Santrina, owned by his friend and financial benefactor Santiago Alvarez. He cynically claims he would be tortured if returned to Venezuela. In support of his claim, he presented no evidence, yet he stands on the verge of receiving protection under the Torture Convention and of being released to continue his campaign of terror from the comfort of his home in Miami. Posada was a CIA operative during the 1960´s, 70´s and 80´s and probably still is today. He used the training in explosives he received from the CIA in the 1960s to conduct a campaign of terror for over forty years against innocent men, women and children. What are some of his crimes? Posada and his accomplice Orlando Bosch were the masterminds behind the explosion in mid air of the Cubana de Aviación flight 455 on October the 6th 1976 that took the lives of 73 people, including a pregnant woman. Posada and Bosch coordinated the crime from Venezuela. The Justice Department tried to deport Bosch from the United States in 1989. Assistant Attorney General Joseph D. Whitely said the following in the Order of Deportation: “For 30 years, Bosch has been decided and has never renounced in promoting terrorist violence. His actions have been those of a terrorist, against all law and human decency, threatening and infringing violence with no regard to the identity of his victims.” Those same words equally apply to his cohort in terror, Posada. Yet, President Bush Sr. annulled Bosch´s deportation order in 1990. Bosch now parades himself through the streets of Miami. Posada boasted during a New York Times interview (12 and 13 of July, 1998), of being the mastermind behind the bombings of hotels and restaurants in Havana in 1997. As a consequence of these acts, a 32 year old Italian tourist, Fabio di Celmo, died at the Hotel Copacabana from one of Posada´s bombs. Posada also has a long history of torture. While in Venezuela during the 1970´s he supervised the torture and assassination of Venezuelans while he was chief of the Direction of Prevention Services (DISIP) of the national police. During the 1980´s Posada commandeered gun running to the Contras in Nicaragua from CIA Military Air Base at Ilopango in El Salvador. Today the presence of Posada, Bosch and other terrorists in Miami proves that the United States government is completely behind terrorist attacks against Cuba. Since the triumph pf the Revolution in 1959, over 3,400 Cubans have lost their lives due to violent attacks perpetrated on the island by paramilitary anti Cuba groups that operate freely in Miami. The fact that the Bush administration and the CIA are paving the way to shelter Posada in the US is evidence of the extreme hypocrisy and the absolute lying of what is known as President Bush´s “war against terror”.
